NOTICE FOR INFORMAL CONFERENCE
I recognised the concern of the BIR Commissioner when she deleted the right/obligation of all the Revenue District Officers to prepare/issue/serve a Notice for Informal Conference. Based on my researches and from the opinions of several persons, its deletion is necessary in order to prevent further the performance of illegal/irregular acts of many revenue officers who used it as a ploy to push all the taxpayers who are under eLA-investigation to bribe them. Makes sense. Furthermore, to facilitate the assessment/collection of deficiency taxes because so many Revenue Officers are delaying the conduct of audit investigation so that their nonfeasance may create sleepless nights and mental anguish on the part of the selected taxpayer. Unfair and unacceptable, it is.
REPORT OF INVESTIGATION
Clever, as these Revenue Officers and their Group Supervisors are, they found another way to circumvent the acts of the BIR Commissioner. Now, they, together with their Revenue District Officer, are using a Report of Investigation in lieu of a Notice for Informal Conference.
