Attached is a Benchmarking Notice from the BIR. The first paragraph tackled what it received from a taxpayer. The second paragraph presented various statements that justified the use of benchmarking in persuading a taxpayer to pay an alleged and presumed deficiency tax assessment. The third paragraph is somewhat so intriguing and irritating.

Notwithstanding that it is misleading and misrepresenting, the third paragraph says that if a taxpayer response, then his response shall be evaluated. In the event that the evaluation is adverse thereto, he shall be receiving an electronic Letter of Authority. As a Taxnocrat for the past 30 years, this kind of statement is so malicious and full of crap. So, the possibility of receiving an electronic Letter of Authority is higher when a taxpayer responded. The best answer to the said Benchmarking Notice is either not to answer it or have a so confusing answer to it.
