Starting June 1, 2013, the issuance of BIR Letters of Authority that authorize and appoint revenue officers to conduct an investigation of taxpayers' records, returns and books of accounts for taxable year 2012 shall begin.
It has been perceived/experienced in the past by more than 45,000 recipients of the said Authority that it has been premeditatedly used to institute a chilling and long-lasting fear in their minds and hearts in order to push them to bribe the appointed revenue officers an amount ranging from 350,000 to 300,000,000 pesos in which 10% would go the the treasury of the Republic of the Philippines and the remaining 90% would be pocketed by truly known enemies of the State.
Surely you would receive the said Authority if you belong to the following industry (RMO 4-2013), viz;
1. Importers/manufacturers/wholesalers/retailers of wrist watches and jewelry
2. Petroleum/gasoline dealers
3. Hotels, motels, pension houses/lodging houses/inns,
dormitories/boarding houses
3. Real estate industry
4. Schools, particularly for foreigners (e.g. English School for Koreans), review centers
5. Contractors of NGAs, LGUs and government owned and controlled corporations
6. Retailers/wholesalers
7. Restaurants, fast food chains, catering services, bars, coffee shops
8. Hospitals, clinics, medical/dental laboratories
9. Establishments/clinics for beauty enhancements
10. Manufacturers/dealers of beauty and health supplement
11. Amusement/entertainment/event centers
12. Advertising agencies
13. Business processing outsourcing companies
14. E-commerce industry
15. Manpower and other recruitment services agencies
16. Professional and sole proprietor whose
a. income tax due is less than two hundred thousand pesos (P200,000.00) per annum
b.gross revenue is less than forty percent (40%) compared to the previous year’s reported gross revenue
c. tax payment for each tax type is less than thirty-five percent (35%) as compared to the previous year’s tax payment
